First question: is this roof paintable?

The preparation sequence
The exact order varies by substrate and by manufacturer. What does not vary is that each stage exists for a reason and skipping one shows up later.

Can any roof be painted?
No. A coating needs a serviceable substrate. The last coating is peeling. Can you just recoat it?
Not without establishing why it failed. Peeling almost always indicates a preparation or compatibility problem rather than a bad product, and putting a new system over the same conditions produces the same result. The loose material has to come off and the base has to be sound.
Is pressure wash and paint a real specification?
It is a summary, not a specification. It leaves out condition testing, repairs, corrosion treatment, primer selection, drying and the quality checks during application. Those stages are what decide durability, so a quote that omits them is not comparable to one that includes them.
How do I choose a colour for Top End light?
